If you have deleted the Files App from your Home Screen, or have moved it to an App Folder, you’ll always be able to find the App from your iPad App Library:

Alternatively, use the iPad Search function. From any Home Screen, simply swipe-downwards on any empty area of the screen (avoiding the extreme edges and corners) to expose the Search dialogue:
