How do I get a backup from an old phone onto a new phone?

I just replaced my iPhone with a auditing device. How can I get my backup from old iPhone to this iPhone? Other phone is not accessible and already deleted.

Backups are not stored in a phone. If you made a backup of the old iPhone you would then get the backup from wherever it was made. Either iCloud or a computer.
