Payment cards not supported for the account

Hi, this has already been asked but I could not find the right solution. My daughter is 13yo, therefore allowed to use ApplePay. We live in Italy. Card is compatible. Line is ok. When we try to add the card the message we get is “impossible to add card- payment cards are not supported for the account” (impossible aggiungere carta - le carte di pagamento non sono supportate per l’account). My feeling is that ios does not recognise my daighter as being 13 (eg I cannot remove her from the family account: “until NAME is not 13, NAME Apple Id must associated…”). We tried signing off and in from the account and temoving all restrictions. Birth date is ok, region is ok. We get always the same massage.

Looking forward to reading some new suggestions.
