Welcome to the Apple Community.


Wondering how old your older iPad model is,

and'

which iOS version you are using on your older iPad ...


Apple Support's article says "for iOS 13 and later"

Use Low Data Mode on your iPhone and iPad - Apple Support


Umm ...of course, you would just turn off where it says turn on

If the older iPad doesn't show anything in Settings > Cellular (or wi-fi)

You might try looking in Settings > Battery > insights and suggestions


Eg: ( iOS 12 )

Insights and suggestions: 

You might see insights about conditions or usage patterns that cause iPad to consume energy.

You might also see suggestions for lowering energy consumption. If a suggestion appears, you can tap it to go to the related setting. Maybe you can again turn off where it is on, and see whether that helps or not.
