If a hardware feature, such as wi-fi or Bluetooth, is greyed out, it is usually due to a hardware issue. If the system doesn't detect a wi-fi module, it won't allow you to turn wi-fi on.

To ensure you've followed the needed Wi-Fi troubleshooting check out If your iPhone, iPad, or iPod touch won't connect to a Wi-Fi network - Apple Support.

If it's hardware, you'll want to Contact Apple for support and service - Apple Support to set up a service appointment.
