When I try to set up an account with Apple Podcasts Connect, I sign in with my Apple ID and get to the 'Set Up Account' page, but, after entering in an Account Name and agreeing to the Ts & Cs, the 'Save' button does not work and so I cannot continue. Please help!

If that fails the next step is to contact Apple Support: Support. Don't present this as a podcasting problem - they don't handle those and will refer you to Podcasts Support (or give you an inaccurate answer judging by some people's experience). Present the problem as being the inability to access Podcasts Support. It's also been suggested that getting them to look at your Apple ID may clear matters: do you have a Developer ID? Someone else found that his didn't work and when he created a normal ID it worked.

You must have a payment method registered in Apple Music/iTunes and your computer must be authorised to play purchases. downloading a free song or app may help.
You should be able to get help at https://itunespartner.apple.com/contact/?content_type=podcasts though if you can't get through I can't suggest anything else.

It is definitely an error on the podcastsconnect.apple.com website. I can see a ‘contentType’ error in the inspector on Chrome. I have submitted website error feedback to Apple, but it is not getting fixed. Really don’t know what else try…
I have had exactly this problem as well. My computer is authorized to play and buy music, so that's clearly not the issue. I've tried setting up a podcast account on two computers (one Mac and one PC) as well as my mobile, and all of them had the same problem. I also called Apple Support three times, and they embarrassingly told me that there exists no phone support department that deals with podcast issues. I'm wondering if it's a problem with the website itself?
Thank you for your quick reply, Roger. Unfortunately, Robert Walch's post is not helpful and I am unable to contact iTunes Connect because my Apple ID is 'not enabled for iTunes Connect'. I tried calling Apple Support, but they do not know how to help. Any other suggestions?
You copied and pasted the same response above. lestakanez7814 already wrote why these suggestions do not help. Anyone else have relevant advice?
