You cannot track a device by IP address. And to disable find my all anyone has to do is erase the device by restoring it. That breaks Find my.

As long as that device is still listed as a trusted device under your AppleID at https://appleid.apple.com/ then Activation Lock will prevent anyone from activating and using it.

Anyone can restore a device with iTunes or finder. When you restore a device, Find My link is broken and the device is untraceable. Find My and Activation lock are separate systems. Erasing a device by restoring it breaks Find My remote tracking, but does not disassociate the device hardware ID from the AppleID so Activation Lock remains in effect.

So whnen someone sees their stolen device drop off of Find My, but it is still listed under their AppleID as a trusted device, then that tells them someone erased their device by restoring it. The owner cannot remote tracking it any longer, but the thief also cannot activate that erased device and use it.

Note that Activation Lock goes into effect the moment an owner signs their device into iCloud, whether or not they enable and use find my.

When I erased my iPhone XS and iPhone 7 to give them away, they disappeared from tracking in Find My. But I still had to remove them from my trusted devices under my AppleID in order to get the activation menu to move past activation lock so my relatives could use them.

In my own experiencing, erasing a device either by restoring it or using erase all in settings always breaks remote tracking with Find My. But it does not remove the device from Activation Lock and the device remains listed as an AppleID trusted device.

I have not had experience doing that since about iOS 15.2 or thereabouts so don’t know if newer iOS versions have changed that relationship.
