Someone can tell me if there is a way to set or adjust the system preferences relating to the mouse so that I can change the size of the cursor and its color already on the login page. I'd like the mouse is set according to my preferences immediately after power. on.

User preferences won't get set until that user has logged in. There currently isn't a way to adjust those types of preferences globally. However, if you're the only user of this computer you can have it automatically log into your account which would then change all of your preferences accordingly.
