Thank you for posting in Apple Support Communities!

If you are unable to access your iCloud Drive files unless connected to Wi-Fi, you'll want to confirm your cellular settings and be sure that cellular is enabled for iCloud Drive.

You can go to Settings > Cellular, scroll down to iCloud Drive and be sure it is enabled.
