There are a few ways to turn on AssistiveTouch. You can:

Go to Settings > Accessibility > Touch > AssistiveTouch, then turn on/off AssistiveTouch
Use "Hey Siri" to say, “Turn on/off AssistiveTouch”
Go to Settings > Accessibility > Accessibility Shortcut, then turn on/off AssistiveTouch
