Advanced data protection can’t be turned on right now, try again later?

This is the message I’m seeing when trying to turn on Advanced Data Protection. I have an apple account with 2FA on. I have a recovery contact. My device is over 2 months old.


I am also unable to create a recovery key. I receive the message my account is not eligible.


what am I doing wrong?
