You can only buy more GB for iCloud. It is not possible to buy more storage for an iPhone; it will never have more than it did when you bought it. What youcan buy is iCloud storage that is used for backing up and also for syncing to other devices. Here is an explanation→What's the difference between device storage and iCloud storage? - Apple Support

iCloud+ has 2 independent functions. iCloud backups, and iCloud sync. It’s confusing because they both have the same name prefix. But they have no connection with each other. Go to Settings/[your name]/iCloud. You will see a bunch of switches (with iOS 16 also tap Show All). When you turn on a switch that data type will sync to iCloud. If you do this on multiple devices that share an Apple ID the selected data will sync to all of those devices.

You can also turn on iCloud Backups. This will back up your phone every night if the phone is plugged in, connected to Wi-Fi and locked.

But note that anything that you sync by the first method will be excluded from the iCloud backups.

Do you mean to your Apple ID for payment in the iTunes & App Stores? Are you getting a “card declined” message?

A “payment declined” or “card declined" message means that the issuer of the credit or debit card you have on file in your iTunes account rejected a charge or account confirmation. It is not an Apple problem; Apple is just passing through the message from your issuer. There are a number of reasons the charge or verification might be declined:

  • Apple is not allowed to accept credit or debit cards in your country
  • The card is not recognized in your country
  • Insufficient balance or account in arrears
  • Account suspended for suspected fraud (not necessarily by you)
  • Error in card number
  • Wrong expiration date
  • Wrong security (CVV) code
  • Address in your iTunes account does not match exactly the billing address for the card
  • The card was not issued in the country of the iTunes store
  • You are connected through a VPN provider that does not terminate in the country of the iTunes store you are connected to.

Here is additional information from Apple→If your payment method is declined in the App Store or iTunes Store - Apple Support
