Change of turning off watch. Why does sos come up not power off?

When did powering off watch change? SOS slide bar comes up. Little power button up in right. 911 accidentally was called.

Since watch OS9. Looks like this now. The power button is in the upper right hand corner. Once you're on this screen (by holding in the side button), just tap that. Probably shouldn't slide the SOS over unless there's an emergency!
