Photos can be recovered before 30 days from recently deleted when Apple ID and its password with account credentials is signed in using a web browser at www.icloud.com see the article Delete and recover photos and videos on iCloud.com - Apple Support

Recover photos and videos

  1. In Photos on iCloud.com, click the Recently Deleted album in the sidebar.
  2. If you don’t see the sidebar, click .
  3. Select the photos or videos you want to recover, then click Recover.

The rest of iCloud data can be recovered using steps in the article Use iCloud.com to restore and recover iCloud information - Apple Support

Note : when files / photos or other iCloud data are deleted from iPhone / iPad they will be recovered from an individual device .

Troubleshooting Lost Photos:

Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(

Four Tactics to Try:

A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support

B. Check iCloud Directly:

See if they reside in iCloud Photos. Log in here: https://www.icloud.com/photos

C. Use a Time Machine Backup:

Did you backup your Mac, recently? If so, then restore your Mac from that. You'd backup you Mac prior to doing so, and then restore your data from the backup you just created, through use of Migration Assistant.

D. Where Else to Check:

  • PC
  • PDA
  • eMail
  • Mac Device
  • Cloud Storage
  • Android Phone
  • USB Flash Drive
  • External Hard drive
  • Secure Digital Card
  • Compact Flash Card

All my photos are deleted on my ICloud
