Find my IPhone toggle keeps turning off

I recently got a new work phone, iPhone XR, and for some reason when I go to settings, select my name up top, select find my iPhone and toggle the find my iPhone to On I back out and it automatically goes back to off. I’ve tried restarting the phone, updating to the newest software, made sure location services is turned on but still can’t get it to stay on. Anyone else ever have this issue and found a fix?? Please help

iPhone XR, iOS 16
