Apple One cloud storage not being shared with family members
Did you share it as described in: Share iCloud+ with your family - Apple Support ?
And if they currently have their own upgraded (paid) plan, did they switch as described in that article?

I found that they have to positively action using the shared storage. Apple support seemingly did not know this and suggested turning family sharing off and on again!
