You must contact Apple for help when you see a message saying "Your account has been disabled in the App Store and iTunes" or "You cannot login because your account has been locked". This is not something you can fix yourself. Apple provides a chat link for this specific issue. Why: Because there is a problem with your account, so Apple disabled it to get your attention:

What to do: Follow the instructions here to contact Apple→Your account has been disabled in the App Store and iTunes. You must contact Apple, you can’t resolve this yourself.
