Can you retrieve Apple ID and information from a deceased family member

lost my daughter to a car accident her phone was gone and asking if we certain documentation can I receive her iCloud information

I went through the instructions and still can’t access

I have her Apple ID, dealt certificate, phone numbers other email address’s

we didn’t do the legacy thing she was only 22 never would I have thought this could happen

if I go to a Apple location can they assist me without a court order?

Going to an Apple Store will not help.

This is handled centrally by Apple and then, ONLY with the cited documentation.

Giving someone access to another’s account is not something Apple does w/o exercising all due diligence.
