Do you have a computer?
If so, please check:
Windows OS computer -> Explorer -> This PC -> Music -> iTunes -> iTunes Media -> Ringtone.
macOS computer -> Finder -> Music -> iTunes -> iTunes Media -> Ringtone.
You need to use the same Apple ID.
If you use the same Apple ID on the old iPhone and new iPhone, the ringtones that you have purchased automatically become available on the new iPhone.
Why can't you transfer them to your new phone?

Apple stopped offering the tones I purchased. They aren’t available in the store. When my phone was destroyed I couldn’t transfer them. This was prior to the Cloud storage. I lost music and ringtones.
If you did not back the tones up to your computer, they are gone. Backing up purchases is your responsibility.
I know it sounds crazy but I did save to my computer and the ringtones I purchased in 2007 disappeared. When I asked for help iTunes said they were not offered anymore so they couldn’t help me.
I should have mentioned that they disappeared in 2018. I think Apple changed the format of where the ringtones were stored and that is why I lost them.
