I am having this same issue with an old Apple ID account I had in middle school. I’ve called twice and they keep making me do the same thing and the security questions are saying insufficient information. Did you ever figure it out?
But it is impossible. If one wants to "upgrade security", the security questions need to be answered, and they cannot be reset.
Use only IPad now, have to fire up old Mac desk top, can’t get into my email on desk top ! Asking for answer to security question which I can’t find! How do I get that security question so I can answer it.
I spoke with an agent and they asked if I knew anyone else with a apple device. I obviously said no thinking in haste because of the never ending loop I was on but I do know someone. Does anyone know that angle and what they would do in that instance. Maybe send them some sort of pin or link

What can I do now ?
Read what was posted over a year ago in the first two replies to this thread. My post outlines your options, and possibly the ultimate fate of your account.
Fantastically helpful, I've finally escaped from the loop of not being able to reset security questions for which the answers aren't recognised. I logged into my Mac Book - once in, entered my apple id details and it just asked for the password as suggested above. I correctly entered that and was immediately prompted to set up 2FA, which is now all working for me.
I am not seeing where you were trying to sign in and getting this "death loop".
That is basically upgrading to two factor authentication on what is already essentially a known ans secured device, so it presumably is trusting you.
Yes, turning on 2FA replaces security questions completely.
If you’re unable to reset your Apple ID security questions because you’re stuck in a loop or receiving a "sufficient information" error, unfortunately, you can't reset the questions. Apple no longer supports resetting security questions for older accounts. Instead, you should enable two-factor authentication (2FA) for enhanced security.
For assistance, follow these steps:
1. Set up 2FA: Follow Apple's guide (https://support.apple.com/en-us/HT204915) to enable 2FA.
2. Contact Apple Support: If you still need help, contact Apple for direct assistance with your Apple ID security. You can reach them (https://support.apple.com/en-us/HT201232).
Some one using my apple ID, I did reset my password but supposed unknown user set the Security Question for stop my access to own account.
I am so grateful to apple community, I really didn't know what to do when I could not open my apple ID, I came here and I got a great help, I even chated with Apple costumer case. Thank you guys so so much
I have tried following Apple's recipe to reset my forgotten security questions, but I continue to run into a catch 22... iforgot insists that I answer at least 1 of the security questions (which are now in Chinese due to my account being hacked) before allowing me to reset my questions. Luckily, it's an old unused account, but I would dearly like to lock the hacker out.
Yep THIS! I was blown away when the senior manager account specialist whatever whatever told me the only way to get access to my account was to answer the Security Questions. Only in my case, since Apple has the worst security measures in place, someone took over my account and changed the security questions. All the associate could do was keep telling me to answer the security questions. I love the subtle reminders of why I ditched Apple 10+ years ago. This not so subtle reminder I haven't loved.
Solved the problem!
Old Apple ID account created many years ago.
While I was able to reset the password, I couldn't get any further, as yes, it kept asking me security questions for which I just didn't know the answers.
I went to Apple Music, and in the account tab tried to sign in. Then (ta-da!!!!) the system prompted me if I want to turn on the 2-factor authorization for this account, I said yes, entered my phone number, got the code and since then everything works!
Im a developer in Turkey. My account was locked a period ago. Today I unlocked my account.
I want to reset my apple security questions
