Regarding Apple’s notice of impending My Photo Stream shutdown: I can not find "My Photo Stream” either in Photos on my Mac Pro with version 12.6.6 or Photos on my iPhone 13. How can I determine if all my photos are in iCloud without comparing computer with phone photos one by one?

If you don't have a My Photo Stream album on any of your devices in the location specified in Information about the My Photo Stream shutdown - Apple Support or don't have any photos in that album, you are not affected by the shutdown.
