Activation lock

I was given a used i pad and cannot contact the owner. Is there any way Apple support could bypass the activation lock and allow me to sign in with my own Apple ID?

Unfortunately no. There is no evidence you bought this iPad and Apple will see it that way as well. Apple can and will only help you bypass an Activation Lock if you have proof of purchase. I believe this proof of purchase also needs to be the original receipt. No one you received from a random buyer. You will need to get into contact with the buyer and ask them to remove the Activation Lock.
