Why does Apple not accept my debit card, despite enough funds?

Ok, it may look like this question has been raised before. But the solution is not. Payment of a subscription was declined due to insufficient funds.

So I added enough money. I entered the correct expiration date and CVV code. Not accepted.

I waited a day. Not accepted. I paid my Netflix account with the same card. Accepted.

I added money to iTunes via Apple Pay connected to the same debit card. Accepted.

Again, I tried to add the debit card again by entering the correct expiration date and CVV code. Not accepted!

So, on the side of the financial institution, there's nothing wrong. The card works fine with Apple Pay and other services, but iTunes doesn't want to accepted the same card.

Why?
