Is it possible to format a date that currently displays as 01/08/2023 as 'August' instead in Apple Numbers on an iPad?

Sure. If your region uses dd/mm/yyyy format and Numbers is recognizing it as a true Date & Time then simply tap the cell, then the format "paintbrush" upper right, then the circled i to the right of Date & Time, then January or the equivalent month name on your system.
