Apps keep starting on restart despite not being in "Open at Login" table

Every time I restart it feels like every app I own restarts. Yes, I have already been through the system settings > general > Login items > and there is nothing in my "Open at Login" table. Yes, I have right clicked on the app and confirmed that "open at login" is not selected. Yet they still all open. Every microsoft program, every adobe program, zoom, spotify, etc.

Anyone have any other ideas about how to stop this? It's really annoying.
