A "hard restart" on a Mac is a Shut down: Apple Logo > Shut Down. That completely shuts down the Mac and readies it for restart.
Apple Logo > Restart restarts the machine without shutting it down.
In both cases, apps open at the time may reopen if you've elected to do so.
Neither evolution removes power. For that you must plug the power cord off the machine.
If you want to reinstall the OS or erase the drive and install a fresh OS, that's an entirely different proposition and is not the same process as pressing "Reset" on an iPhone.
