Apple gift card

I’m In the United States and I want to send my friend apple gift cards to him in Switzerland. He says to just send him the picture of the back of the card and he can use the numbers to purchase with them. If you have to buy them in the same country why is he insisting I send the pictures of the back

The recipient of your gift must have an Apple ID in your country or region. For example, if you're in the United States, you can't send a gift to a friend who lives in Australia.
