I’m not able to download or update apps

What purchase?
Why can't you download Apps?
iTunes & App Store purchases cannot happen on their own. You must have done something to prompt the charge. Either you downloaded an App that had a free trial and you never cancelled it (those normally renew into paid subscriptions), you tried to download an app that had a price to download, or you started an in-app purchase.
You had to initiate the purchase process for a charge to actually happen, even if you somehow did so inadvertently.
In any case, you are now responsible for that payment. Once it is completed successfully you can request a refund.
Until it does complete successfully however your account will be in bad standing, and you will not be able to make use of the iTunes and App Store services which includes downloading free apps and updating existing apps.
