How to turn off MacBook's Lock Mode?

it says in my settings is off and I restarted my Macbook 3 times. But it won't let me open files on messages because it says lock mode is still on.

Excerpt from Above Link

How to enable Lockdown Mode on Mac

  1. Choose the Apple menu  > System Settings.
  2. From the sidebar, click Privacy & Security.
  3. Scroll down to Lockdown Mode, then click Turn On.
  4. If prompted, enter the user password.
  5. Click Turn On & Restart.

When Lockdown Mode is enabled, you might receive notifications when an app or feature is limited, and a banner in Safari indicates that Lockdown Mode is on.

Lockdown Mode needs to be enabled separately on each device.

Interesting way to word the question, but it is most unclear...

Are you booted and logged into your account...?
