Having researched this further, creating of stickers from photos from Photos is reliant upon functionality for lifting a subject from the background of a photo - this relatively new feature being available to a limited range of iPad models.
iPad models that support Live Text, Visual Look Up, and lifting a subject from the background are:
As such, while many more models of iPad support iPadOS17, creation of stickers from photos and screenshots is not necessarily available.

Creating stickers from Photos is available to a limited range of iPad models. Your iPad6 does not support this feature.

Just to be sure, the iPad User Guide describes the process to create a sticker from a Photo:

Insofar as documented, there do not appear to be any model specific limitations for the stickers feature.
While I've encountered other bugs and issues with iPadOS17, I've not managed to replicate your issue with iPad models that I have available to me.

Alternatively, you can initiate and manage your support cases from Apple devices using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

Not all images will have a recognisable object to lift from the photo. For those that do, touch-and-hold - then lift your finger from the screen.
If an object has been recognised, you should see available actions - of which one should be Add Sticker.

Tried again in many different photo some with just one item or person. No joy. I’m in the uk does that make any difference. I’m using iPad 7th generation.
Apparently it only works on devices with a12 chip.
