In my app store it shows a credit under my name but will not let me access those funds

If you have enough money in your Apple Account balance, all you have to do is -> you need to set your Apple Account balance as your default payment.

@Raicya, That is not the credit the poster is referring to. The credit has nothing to do with money in the Apple Account.
