I can’t download apps with out paying for them

I can’t download apps in the Apple Store without paying for them and I’ve done every thing to get rid of that option and the apps I’m trying to download is games that are free

iPhone 11, iOS 16

No, you don't have to pay for free apps but you do need a valid payment method on file with Apple for in-app purchases and ID reasons.
