I added a credit card as a payment method in my Apple Account, but when I try to set up family sharing, it doesn't work.

Even though I added a credit card, the popup says 'Family Sharing requires a credit or debit card as your patment method. Add one to "(my Apple Email)" in iTunes.' when I already added a credit card in iTunes. What should I do?
