i download apps that are free or I cancel my subscription before getting charged but i don’t understand why apple is charging me $20 just so i can download Snapchat when that’s clearly a free app

Its not charging you for Snapchat.
That charge is likely a pending charge you had on your account that must be completed, but is for something else entirely, not related to Snapchat.
If you had a pending charge, you must allow it to complete before you can actually download anything even free apps.
