Your tag line says that you have an iPhone 6. The iPhone 6 can update as far as the latest version of iOS 12 – but no further. It cannot run iOS 13 or higher.
iOS 12 is recent enough to support iCloud Photos – but far too old to support iCloud Shared Photo Library. As long as you are using an iPhone 6, you will have to do without the latter feature.
