Apple business manager / a users AppleID will not log into device / Stuck setting up

A new user in our apple business manger portal has a valid account but when reaching the "it may take few minutes to set up your AppleID" it gets stuck on the phone. i was able log on with my account but not the other user. i've tried DFU. tried removing and readding the ABM license for the user. i erased the device from business manager.. no luck. any idea would be appreciated.
