How to change date format on iCloud drive to DD/MM/YYYY

My files saved to my icloud drive are MM/DD/YYYY and not the English DD/MM/YY when viewing them on my Windows PC. My settings on my iphone and Chrome are both set to UK EN-UK EN and I cannot find any other means of checking/changing settings. Would anyone have any other ideas please?
