Why can't I change the country or region to Taiwan on the Apple Community page? I didn't see this option available. However, the Apple Store page allows selecting Taiwan as the country/region, which seems inconsistent to me. Is it possible to add this option to the Apple Community page?

Are you looking for the Chinese-language forum? Or are you trying to change the country/region in your profile?
If the latter, tap on your avatar in the upper right corner of any page in the forum. Tap on View Profile. Then, in the upper right, you'll see a link to edit your profile. You can type whatever you want in the location box.
If you mean something else, please explain.
