Receiving an Apple ID Verification Code popup on my iphone only lasts for less than a second.

I have installed icloud on my Win10 Pro laptop. When I try to approve using Passwords and Keychain it sends my iPhone two pop ups. First about where the location is to approve, which only lasts less than one second. if I am lucky enough to click on approve, it sends a second popup with a code, which also stays up less than on second. How do I fix this? By the way, when logging into this website, it also sent me the same two popups. They stayed visible until I clicked on them. Only the iCloud Apple ID Verf code does not work. HELP!
