To my knowledge, Apple has not accepted new reseller applications in several years. You may be able to partner with an authorized Apple distributor if there is one in your country (such as Ingram Micro in the US) and get set up that way. It's not an easy nor quick process, though, and definitely not guaranteed to be successful.
