The people on these boards are mostly other customers and won't know why you're getting that message. Click here and ask Apple Support for assistance.
If you can't reach them or are in a hurry, try putting in a different payment method.

If entering in a different purchase method, as Niel suggested, does not fix the problem, then you will need to do what the screen says, contact iTunes Support.
