I tried making a in app purchase with Apple Cash but it declines and say verify in red text and clicking on it shows this
its been happening for a month and turning Apple Cash on and off doesn’t work

In-app purchases using Apple’s ecosystem typically do not require Wallet. They use the payment method associated with your Apple Account. More details:

Go to Settings > [your Apple Account] > Payment & Shipping > Add Payment Method and add your Apple Cash card there.
Its already a payment method and it already in wallet.
