It's most unlikely a software issue which waiting for an update will likely resolve. If you had a VPN, did you remove not just the VPN, but the VPN profile in Settings > General > VPN & Device Management? VPNs are awful on iPhone in so many ways. If there's a trace of it remaining on your iPhone, it can cause such issues.
If I were you, I'd backup my iPhone on your home computer with either iTunes (Windows) or Finder (Mac), then restore the phone from that backup using your computer. This will install a fresh version of iOS in the process and hopefully, wipe any trace of the VPN from your phone. Make sure you deleted the profile where I recommended before doing this.
