Multiplying Duplicate Contacts return immediately after merge

I have thousands of duplicated contacts in my contacts. I have followed several of the suggestions from previous posts and as soon as I merge all of the duplicates that start returning. I have a 2018 Mac mini, 2021 MacBook Air, and an iPhone 16. What is causing the duplicates to sync back immediately? As a teat I turned off all but the Mac mini in the event that the duplicates are coming from the other devices, but the duplicates returned. Do I need to repeat these process on iCloud,com to get it to hold?
