Apple Pay using debit card - suspect fraud

I am using iPhone 13 Pro Max.

I am not from the US but when I travel in the US, I am unable to use my Apple Pay for payment at certain locations using my debit card.

I noticed that the payment is often successful at restaurants and online payments but declined for public transport and supermarkets. I have been resorting to payment directly with the same debit card which has been successful.

I had contacted Apple support on multiple occasions. At their suggestion, I had upgraded to the latest iOS 18, changed my region to the US. In addition, I had deleted and readded my debit card.

However, I have not resolved my problem so far. In my last call with Apple support, I have been informed that I cannot use another debit card from another region in the US. This has been very frustrating for me so far because I know this is not true.

Has anyone experienced this issue or knows how to resolve this? Thank you.

The use of debit cards is on a bank by bank basis. Some debit cards have issues with currency exchanges and will not be honored by some (most?) merchants. there is no perfect resolution except to open a US account and add funds when you come to the US. Another option is to use credit cards rather than debit cards. This isn’t an Apple issue, it’s a merchant and bank and debit card issue.
