I initiated an Apple Cash Transaction. I had a Cash Balance of 48.84. Received confirmation that 51.16 would be transferred out of my bank account. = $100.00. However, the recipient only received 99.77.

You did an instant transfer of $51.16 from your debit card. Non-Apple Cash transfers are subject to a 1.5% transfer fee. This amounts to about 77¢.
Free transfers are available but take 1 to 3 business days. If you’d have sent it today it would have arrived Wednesday, Thursday or Friday. Why? Transfers don’t move on non business days and Tuesday is a bank holiday.
Before you think it’s a scam or got overcharged, Venmo, Cash App and PayPal charge more the 1.5%.

Thank you for your immediate attention. So, to ensure I am understanding your explanation.
Who is imposing the fee on the Apple Pay transactions? It is not my bank. I sent 100.00 and it was not delivered. It was short by .23.
If I would have schedule this exact transaction with Apple Pay to be paid next Thursday; then the screenshot of the 2 financial transactions Apple Cash 48.84 and Bank Debit of 51.16 =100.00 would be paid. Is this correct?

Depending on how you sent it, there are fees. You can do it for free, but it takes 1 to 3 business days. You can do an instant transfer, but there is a fee.
The bank do the transfer generally charges the fee. They have to access the ACH network run by the Federal Reserve Bank. It cost money to move money the fast (instant) method. In your case, the fee was charged by Green Dot Bank, they operate Apple Cash.
Apple Pay did not send correct amount.
