Apple is not doing anything. The EU's regulatory body and the Chinese government both currently restrict the usage of Apple Intelligence. Apple is merely complying with those government mandated rules on devices meant for those regions.
Are you expecting Apple to simply ignore governments and break the law of large regions of the world? If they do, they simply won't be allowed to sell their devices there.
What you can do is wait until the Chinese government allows the use of Apple Intelligence and Apple can then provide it on devices meant for sale in China like yours is.
Don't blame Apple for limitations imposed on them by governments.
