i would like to allow our children to install free apps without approval (which often doesn’t work) but still require approval for purchases.
If I turn off “ask to buy” for our children’s accounts, will the settings in Screen time > [user] > Content & Privacy… > iTunes & App Store Purchases… still apply?
You can suggest it to Apple. As it stands, Ask To Buy is also a way for parents to decide what kind of apps they wish for their children to have, free or paid. Not all parents just want to make it completely open for free ones.

Thank you for your reply. For free apps, I would like to allow them based on the age rating set for each child, and only require approval if a purchase is required.
Ask to buy for purchases only?
