24th hour won't align over the 12 hour ring in Apple Watch

Pardon me if this repeats other posts. Just so much to filter through. I have my watch face as one if the GMT’s. My 24th hour does not align over the 12 hour ring.

The 24th hour is aligned over the 9th hour. It seems it should align as shown in the watch faces. Is Apple working on a fix for this or have I set it up wrong? I am in the Central Time Zone with 6 hours behind Z time. It reads correctly. Just 90 degrees off.
