New Apple Watch, causing iPhone to crash, updated to iOS 18.1 now I’m missing most of my notes, and there is no deleted notes file under the folders on both my iPad, iPhone, Mac. Wiped out my iPhone and did a restore from back up, but my notes are no longer there.

Did you check, if iCloud still has the notes saved in the Recently Deleted folder?
